;II. Comments - Compliance <br />Below are comments on the inspection. Tiie comments include discussion of <br />ooservations mace during tyre inspection. Comments also descriue any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />On September 15, 1993 a complete inspection was conducted at the <br />Apex Mine. The inspection commenced at 8:45 am at the Routt County <br />courthouse. The Clerk and Recorders Office opens at 8:30 am. At <br />the time of this inspection a facility representative was not <br />present. This mine is in the process of permanent reclamation. <br />Records were checked at the Routt County Courthouse. The attached <br />form was used to check these records. <br />The mine site was inspected. Vegetation was greening up slightly <br />since the rains earlier this week. This area is still (based on <br />climatic information as of September 18, 1993) classified as being <br />in a severe drought using the Palmer drought index. The grasses <br />did not appear to have had a successful seeding out. If additional <br />rain is received prior to the first hard freeze the grasses appear <br />to have a good chance for survival. <br />The reclaimed slopes appear to be stable; the unnamed ephemeral <br />drainage across the reclaim has not flowed and no new movement was <br />noted in the small slump area. <br />The SAE jute mat had grasses growing from underneath and appeared <br />anchored. Portions of the channel appeared stable while others will <br />require repair as proposed by the operator. <br />The culvert under the county road has had its inlet bent from the <br />last cleanin~2. This will require strai~htenine out. <br />
