;II. Comments - Compliance
Below are comments on the inspection. Tiie comments include discussion of
ooservations mace during tyre inspection. Comments also descriue any
enforcement actions taken during the inspection and the facts or evidence
supporting the enforcement action.
On September 15, 1993 a complete inspection was conducted at the
Apex Mine. The inspection commenced at 8:45 am at the Routt County
courthouse. The Clerk and Recorders Office opens at 8:30 am. At
the time of this inspection a facility representative was not
present. This mine is in the process of permanent reclamation.
Records were checked at the Routt County Courthouse. The attached
form was used to check these records.
The mine site was inspected. Vegetation was greening up slightly
since the rains earlier this week. This area is still (based on
climatic information as of September 18, 1993) classified as being
in a severe drought using the Palmer drought index. The grasses
did not appear to have had a successful seeding out. If additional
rain is received prior to the first hard freeze the grasses appear
to have a good chance for survival.
The reclaimed slopes appear to be stable; the unnamed ephemeral
drainage across the reclaim has not flowed and no new movement was
noted in the small slump area.
The SAE jute mat had grasses growing from underneath and appeared
anchored. Portions of the channel appeared stable while others will
require repair as proposed by the operator.
The culvert under the county road has had its inlet bent from the
last cleanin~2. This will require strai~htenine out.
