IV. ENFORCEMENT ACTIONS
The following identifies enforcement actions taken during this inspection, the required
abatement and date of abatement for the violation, previous violations still requiring abatement
and the termination of violations cited during previous inspections.
This was an aerial inspection flown by Harry Ranney of CDMG on 1/09/03. Digital images were recorded at the
time of the flight. The digital images were reviewed by Janet Binns, of Colorado Division of Minerals and
Geology. Review of these images is the basis for this inspection report,
The mine is an active surface mine with 4 active pits. Draglines were located in the Z pit, F pit, and
G Dip line pit. The mine site is snow covered.
Hvdrolo¢ic Balance:
Industrial Waste impoundment was ice covered. All ponds visible in the photos are snow covered or frozen.
Drainages on the west side of the mine were not photographed, nor were ponds located west of the office and
facilities area. The Oak drainage North of Z pit appear intact with no visual gullying or problems.
Explosives: The explosives storage pad approved in MR187 has been constructed at the North West extent of Pi[
F. Explosive storage bins have not been moved to this new location yet.
Support Facilities: The facilities area is orderly and organized. Snow clearing and runoff from the facilities area
appear unimpeded.
Backfill & Gradine: Only one spoil row is present on the west side of Pit F. Backfill of Pit F continues closely
with the mining of this pit. The F pit highwall appears stable. Mining is actively occurring in the Z (east F) pit.
The Z pit is a relatively shallow pit. The eastern extent of the Z pit is close to the western extent of the G strike
line test pit. G strikeline test pit remains inactive. No further backfill or excavation of this pit has occurred for
several months. Active mining continues in the G dip line Pit, located at the far east side of the approved
disturbance area. The G dipline pit lies to the south (upslope) of the East A pit. One spoil pile lays on the west
side of East A pit. Mine plan permit revision have been proposed in this area, so final backfilling in this area is
awaiting mine plan approval.
Waste Dis oa sal: The ash Pit is snow covered. Active ash disposal is occurring in the central and the northern
portion of the ash disposal pit.
Page _3_ of -5_ Pages, (date) 01/14/03 , (initials) ihb
