i+ <br />.~ <br />• (Page 2) <br />MINE ID # OR PROSPECTING ID # N94-103 <br />INSPECTION DATE 09/13/94 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This site was observed during an inspection of a permitted site in the near vicinity. The <br />site was not marked ae having a permit on the county map being used in the field by this <br />inspector. Upon entering the area of operation, a wheeled loader was seen operating, and the <br />loader operator was interviewed by this inspector. The following information was found out <br />from the person oneite, by observations noted during the inspection, and through subsequent <br />phone conversations. <br />The loader operator, named on page 1 of this report, stated that he worked for Van Gieeon, <br />out of Alamoea. He did not know if a permit for this site existed. Over the phone, J.R. Van <br />Gieeon explained that it was a site that had been operated for many years, and that they were <br />there excavating and screening material, partly for their own use and partly for Coetilla <br />County's use. He stated that the commissioner in charge of that part of the county asked him <br />to screen material for county roads. <br />The pit being affected at the time of the inspection was small. Parts of it showed evidence <br />of not having been affected in many years. Immediately adjacent to this pit was a larger <br />one, with evidence of recent disturbance over all parts of it. It was impounding water, the <br />water surface was about 2 acres. Both operators named in this report stated independently <br />that this operation was in the larger pit until recently, when water levels did not allow <br />further mining. The nearby irrigation ditch caused the water to rise in the large pit. The <br />operation was then moved to the smaller pit. <br />Overall there ie an area of approximately 5 acres showing signs of recent disturbance, <br />including both pits, access and haul roads, and stockpile areas. There was no appreciable <br />layer of topsoil observed in the undisturbed portions of the site, and no topsoil was seen <br />stockpiled oneite. <br />Because this appears to be a situation which constitutes mining, at a site for which no <br />permit exists, this matter will be taken to the Mined Land Reclamation Board, to be heard <br />during its October 1994 meeting.
