III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection, flown on March 9, 2001. The digital images were reviewed on <br />March 14, 2001. No compliance problems were observed during the overflight. There was only a <br />little scattered snow on the mine site. <br />Roads <br />A portion of the paved haul road and a portion of Old Highway 133 were watered down for dust <br />control. The gob pile haul road appeared to be in good shape. <br />Facilities <br />A large amount of coal is being stockpiled on the lower bench. The operator is using the new <br />loading system, which is a loading bin set back from the highway. This is an improvement over <br />the former system of loading trucks by front end loader. <br />The contractor's trailers have been removed from the front area of the mine site. <br />Hvdrolo~y_ <br />Pond B had very little water in it. The excess water from the road watering operation went into <br />pond B, by way of the east collection ditch. Pond C had a good amount of water in it, over the <br />primazy discharge tube elevation, but did not appear to be discharging. Pond D had only a small <br />amount of water in it. Pond embankments appeared to be stable. <br />Straw bales were up at the gob pile topsoil stockpile <br />Gob Pile <br />There was no activity on the gob pile. A small pile of boulder-sized rocks has been placed in the <br />middle of the gob pile. These rocks need to be taken off of the refuse pile. <br />c:\ms97\bow ie2\i n sp0301 <br />
