•, r' .. <br />• (Page 2) • <br />MINK ID f OR PROSPECTING ID / M-88-081 <br />INSP$CTION DATE 9-25-95 INSPECTOR'S INITIALS ACS <br />Thies report cietaila observations made during the first of two site inspections made during <br />September and October of 1995. No operating personnel were present at the Bite for this <br />inspection; i;he Division had been unable to contact the operator by telephone on 9/22/95. <br />This inspection was conducted in response to complaints registered by citizens living near <br />the mine. Because the operator was not on-site for this inspection, moat of the citizen <br />complaints ax's addressed in the second inspection report. <br />Affected lands within the permit area are securely fenced with multi-strand barb wire or <br />chain link. No entrance sign, required under Rule 3.1.12 of the Mineral Rules and <br />Regulations of the Mined Land Reclamation Board, was posted at the site. See PB ~1 listed <br />on the last page of this report. <br />Soil suitable for use in reclamation has been stockpiled adjacent to and north of the fenced <br />area, just above the driveway. The soil pile ie stabilized against erosion by established <br />vegetation. <br />The operator is sinking a shaft near the center of the fenced area. The shaft is collared <br />in a concrete slab. The Phil Sheridan Lode Reclamation Permit indicates that an ad it would <br />be driven into the hillside. One of the considerations related to issuance of the permit was <br />vertical distance between the proposed workings and the groundwater table. Because current <br />operations involve sinking a shaft, rather than driving a tunnel, and because this change in <br />operating procedure could potentially result in a different set of impacts than was <br />originally anticipated at the time of permitting, the operator will be required to submit a <br />technical revision to the permit that will describe in detail the proposed extent of <br />underground workings that will be opened-up and/or rehabilitated. See PB /2 listed on the <br />last page of this report. <br />Development rock from the shaft is being dumped into an historic collapsed shaft just to the <br />northeast, and outside of the permitted area. The collapsed shaft ie just across the <br />driveway from the main gate to the mine yard. The development rock was examined, and found <br />to be a fresh, (i.e. unaltered), slightly foliated rock, of granodioritic composition, from <br />the Boulder Creek Granite intrusive. The feldspars in the development rock samples are <br />unaltered; only alight low-grade alteration of biotite to chlorite was observed. Pyrite and <br />other sulphides are highly disseminated in this rock, and made up an insignificant percentage <br />of the whole rock in the samples examined. Although the shaft where the development rock is <br />being dumped ie outside the permit boundaries, the Division finds that backfilling a <br />hazardous mine opening with the chemically inert rock that ie currently being generated to <br />be a beneficial use of the development rock. Once this shaft is backfilled, however, the <br />operator must dispose of waste rock or development rock within the permit area boundaries, <br />and in accordance with the approved reclamation plan. The Division recommends that the <br />backfilled shaft be securely fenced once backfilling is completed. <br />The mine yard is benched into an east facing hillside. A small drainage ewale or draw enters <br />the mine yard from the east.
