PROSPECTING ID N N-77-342 <br />INSPECTION DATE 5/24/99 INSPECTOR'S INITIALS ACS <br />wetlands construction to occur this summer, and that the remaining piles would be sloped to 3H:1V. <br />The steep cut in the vicinity of station 129 of the conveyor route was inspected. This cut was made <br />in altered bedrock, and there was some initial concern with the long-term stability of Che slope. <br />However, no significant stability problems have developed, and there are currently no plans to shot <br />crete the cut. <br />The steep slope in the conveyor alignment between stations 80 and 85 was inspected. The conveyor route <br />through this section has been plated with rock taken from the cut at the crest of the slope. Two <br />subdrains have been installed athwart the conveyor alignment that will discharge to undisturbed ground <br />to the east. Swales will be constructed to route storm water flows down the steep slope into these <br />subdrains. The acreage near the CON-9 wetland crossing to be added to the permit via technical <br />revision TR-007 was observed from the catwalk over the wetland. The other acreage to be added by TR- <br />007 is near REC-6, and was also inspected. No issues or problems relative to the approval of technical <br />revision TR-07 were observed, and since the public comment period for the technical revision has <br />e;cp iced, the technical revision may be approved once proof of publication is provided for the final <br />three newspaper notices. Proof of publication for April 9, 1999 was provided pre•iiously. The proof <br />of publication must be provided prior to the June 29, 1999 decision date for TR-0'~. <br />The conveyor project south access road was inspected. Considerable drainage and stabilization work has <br />been completed on this road since the time of the DMG's 8/6/98 site inspection. All of the cut and <br />fill slopes were hydroseeded and mulched in the fall of 1998. Several hay bale E~mplacemen is in the <br />roadside ditches were inspected. Most of the hay bales were not properly keyed in, and in locations <br />where multiple rows of bales were installed the seams between bales were lined ~p instead of being <br />properly offset. The Operator was directed to correct these problems with the hay bale emplacements. <br />Several issues with silt fence maintenance, hay bale installation, and topsoil pile sloping were <br />identified during this inspection. DMG will conduct a follow up inspection of the site later in 1999 <br />to assure that these issues have been addressed. It was observed during this inspection that the <br />majority of the storm water Hest Management Practices installed for the conveyor project were properly <br />placed and in good working order, and that the overall conveyor project managemen~: has kept the site <br />in good order from an environmental protection, stabilization, and reclamation pe:: spective. <br />cc: Carl Mount.
