III. Comments -Compliance <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action, <br />On March 12, 1992 a complete inspection was conducted at the Kerr Coal Co. Marr <br />Strip Mine. The weather was clear and warm and the snow on the ground was <br />melting. Roads were muddy from snow melt and from the freeze thaw action. A <br />grader was actively grading the roads during the inspection. A representative <br />of the mine was met on site, but did not accompany this inspector on the <br />inspection. The mine is currently not mining coal because the cement plant in <br />Laramie is shut down. <br />Records were checked and found to be in order. This mine is currently in <br />renewal with their NPDES permit. The blasting records show that the last blast <br />was in July 1991. <br />A loader and two trucks were actively working on back filling the 720 pit. George <br />Patterson estimated that there is about 6.6 million yds . left in the overburden <br />stockpile. <br />The access road to pond A, along the east side of the overburden stockpile, was <br />walked. The topsoil stockpiles E-3 and E-2 appeared were vegetated and stable. <br />Pond A was iced over and appeared to be about one half full of melt water. Pond <br />B appeared to be in good condition. <br />The topsoil pile F-1, located east of Pit No.t was signed and appeared to be in <br />good condition. Pond F was about 1/3 full. Pit No. 1 was inspected and no <br />problems were noted. <br />
