III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />On June 17, 1997, William J. Carter from the Division of Minerals and Geology, accompanied by Mark <br />Milner, performed a partial inspection at the Sanborn Creek Mine (Oxbow Carbon and Minerals). <br />Roads: <br />• Delta County's road up Hubbard Creek is again showing some sliding, which could become a <br />safety problem in the future. <br />• All other roads observed during this inspection appeared in stable condition. <br />Hydrologic Balance: <br />• The ponding of Bear Creek below the reclaimed mine location has drained and appears to have <br />deposited sediment from upstream. <br />• Ponds A and B contain water but were not dischazging during this inspection. <br />• The east yard pond, the sediment pond at substation # three, and the upper Hubbazd Creek pond <br />were dry at the time of this inspection. <br />• Silt screens have been replaced throughout the mine site. <br />• The mine pond was dischazging clean water. <br />• The seep observed at the last inspection of the Bear Creek facility was no longer evident at this <br />inspection. <br />Revegetation• <br />• Some germination was noted at the Bear Creek facility. <br />• More vegetation is germinating at the Lower Hubbard Creek site than at Bear Creek. <br />• At the Lower Hubbard Creek site there are signs of some grazing by cattle. <br />Others: <br />Weed Control: <br />• Most of the mine site indicates successful control of noxious weeds. <br />• Upper Hubbard Creek needs some treatment of thistles (sp.), and small infestations of Russian <br />knapweed (Centaurea repens). Mark Milner assured me that the weeds would be sprayed by <br />the end of the week. <br />Fence: <br />• The fence posts are being completely removed from above the Lower Hubbard Creek site. <br />Erosion Bales: <br />• Erosion bales, which have been damaged by elk, are being replaced at the Bear Creek site. <br />
