III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was an aerial inspection of the Carbon Junction Mine for the month of January. 2003. Weather <br />conditions were partly cloudy and cold. <br />Roads: All main roads were in satisfactory condition. Culverts appear to bo functioning as designed. <br />Hydrolostic Balance: Both ponds were dry and appeared to be stable. <br />General Mine Comaliance: The mine, under the care of the Four Corners Construction, has started <br />reclamation of the coal mine. As evidenced rn the photo below, work on reducing the south pit highwall <br />has comrnenced and riprapping the lower end of the permanent stream channel relocation is underway. <br />Excess Spoil and Development Waste :The pile is undergoing reclamation in the form of slope <br />reduction for future use in the proposed sub-division. <br />
