the barricades are to be removed from the site within tY,e
week.
Records Review:
The records review included observations of the permit and
stipulations, the Findings Document, SAF. designs, air
emissions permit, Annual Reclamation Report, Quarterly Water
Monitoring the NPDES permit, Storm Water Plan, County
Conditional Use Permit, bond documents, certificate of
liability insurance, public notice of the permit renewal, and
the 1993 Annual Hydrology Report.
The records review also included observations of selected
excerpts from t_he approved mining and reclamation plan. It
was some times difficult to locate information that is germane
to the current situation at'the Munger Canyon Mine. Y'he
reason for this is that much of what as been approved, as
reflected in the findings document relates to proposed
operations that will occur if the mine ever starts producing
coal. In a similar fashion, I was advised that much of the
original mine disturbance is prelaw. Therefore design
criteria are not applicable as Zong as the permittee
demonstrates compliance with the performance standards. Using
the access road as an example, when it is reconstructed as
described in the approved MRP it will have to meet all of the
design criteria as well as the performance standards as will
any other structures that will facilitate the mining
operations.
5
