Grand Valley Coal Compariy <br />P.0. E3ox 70 <br />Loma, Colorado 81524 <br />Munger Canyon Mine <br />Colorado Permit N0. C-020-81 <br />Complete Oversight Inspection <br />September 21-22, 1994 <br />Participants: <br />Rade H. Orell, Office of Surface Mining Albuquerque Field <br />Office (AFO); Erica Crosby, Colorado Division of Plinerals and <br />Geology (DMG); and John Walters, Grand Valley Coal Company <br />(permittee's representative) <br />Introduction: <br />The inspection of the mine site commenced the morning of <br />September 21 and terminated at the Ioadout on the morning of <br />September 22, 1994. The inspection also included observations <br />of records maintained at the Mesa County Clerk and Recorders <br />Office in Grand Junction, Colorado. I used a 35mm camera to <br />photograph areas of interest. I provided my credentials to <br />the permittee's representative at the beginning of the <br />inspection. The inspection did not result in the issuance of <br />any Ten-Day Notices by AFO. The DMG representative did issue <br />a Notice of Violation (NOV) as a result of the inspection. <br />The NOV is explained in greater detail later in this report. <br />The Munger Canyon Mine has been in temporary cessation at <br />least since January 17, 1989. The permit was recently <br />renewed. The effective date of the renewal is April 10, 1993. <br />The permit expires on January 13, 1998. <br />Field Observations: <br />The inspection commenced with field observations of the mine <br />site and access road. The mine site and road are relatively <br />uncomplicated. The mine site includes a small "dirt pile", <br />development material from the portals, 5 portal entries, a <br />ventilation fan at one of the portals, 2 sediment traps, a <br />conveyor gantry and a substation. The access road to the mine <br />site is about 2 miles in length. It includes 7 culvert <br />crossing of drainages and there are silt fences and sediment <br />traps above the inlets of 5 of the culverts and these <br />locations also include down spouts on the road outslope. <br />Small ditches also exist on the upslope periphery of the road. <br />Sediment controls consists of alternate sediment control <br />practices that are designated Sma11 Area Exemptions (SAE). <br />There are four approved SAES at the Munger Canyon Mine. <br />The inspection of the mine site indicated tl'iat the area is <br />generally in "good" repair.
