III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />It was noted that excavation did not extend through the existing Coal Gulch stream channel as originally <br />projected (appazently due at least in part to the presence of high sodium soils along the channel). <br />Applicable postmine topographic maps and cross-sections will need to be properly amended by <br />technical revision application. The steep scarp at the upper end of the borrow excavation will need <br />to be reduced and graded to blend into the adjacent topography during final reclamation grading. <br />2:1 slopes along the sides of the borrow area should be extensively roughened prior to seeding. <br />North Portal Facilities Area <br />Dirtwork had been initiated in the vicinity of Pond 12, along the Coal Creek channel. Excavated fill was <br />being trucked into the portal decline. Haulage route was being properly sprayed to control dust. Material <br />dumped at the lower end of the portal decline ramp was being pushed against thehighwall by dozer. Fill <br />within the decline has now reached almost to the level of the top of the remnant fan shafr structure that is <br />being buried in place. Use of haul trucks appears to be resulting in good compaction of the fill within the <br />decline. <br />Some conveyor structure, fan and electrical components and other miscellaneous equipment remained on <br />site within the coal yard and storage yard areas, although all structures have been dismantled with the <br />exception of the substation and power line which are to remain. The concrete reclaim tunnel and base of <br />the coal stacker was still intact. <br />Ponds 4 and 5 were both dry. <br />
