III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations
made during the inspection. Comments also describe any enforcement actions taken during
the inspection and the facts or evidence supporting the enforcement action.
This was a partial inspection of the Yoast mine site. Dennis Bugay accompanied me on the site visit.
We could only get access to the dragline, because the site has not plowed and snow prevented further
access. With the recent warm weather the snow is melting quickly.
The dragline is for sale and Dennis said there has been some interest in buying it. If someone does not
purchase it, the machine will be salvaged. Once the dragline is removed the pad where it is sitting, on
at the lower neck pit, will be regraded and reclaimed. Machinery and equipment stored near the mine
entrance is also for sale.
Mr. Bugay said several workers will be called back when weather permits, probably early-mid May, to
complete final reclamation. SCC plans to complete all remaining grading, topsoiling and seeding this
year.
At the mine office Dan Mathews and I met with Roy Karo, Vern Pfannenstiel, Jay James and Dennis
Bugay to discuss upcoming bond release applications at the Seneca II Mine, the Yoast Mine and the
Seneca II-W Mine. SCC is evaluating in what sequence and what lands will be included for these
upcoming applications.
