Efforts to contact the
operator by telephone to schedule this inspection had failed. If the operation will be
inactive for more than one hundred eighty (180) consecutive days, the operator must file a
Notice of Temporary Cessation in accordance with Rule 1.13 of the Hard Rock/Metal Mining
Rules and Regulations of the Mined Land Reclamation Board.
The portal area of the Phil Sheridan Tunnel was inspected. There was no visible flow from
the tunnel at the time of this inspection, and no surface discharge to the small draw
adjacent to t:he portal location (this draw ie tributary to Four Mile Canyon Creek). There
were two ema.ll, shallow pools of standing water outby of the portal hatch. The pH of the
inby pool was measured to be 8.12 e.u. at a temperature of 55.8DF. No water samples were
submitted for analysis since there ie currently no discharge. East-West Mining Corp. will
have to obtain a CDPS Permit from the Water Quality Control Division prior to allowing any
discharge to occur from the Phil Sheridan Tunnel.
The waste rock dump east of the mine yard was inspected. It appears that the operator has
placed additional rock on this dump subsequent to the Division's 1/23/96 inspection of this
site. The operator ie reminded that this ie not a permitted waste rock disposal location.
Disposal of waste rock in this dump was allowed to complete backfilling of the historic mine
shaft only. Any further disposal of waste rock at this location will be considered a
Possible Violation (PV) against the permit and the Mined Land Reclamation Act. As stated in
the Division's 1/23/96 inspection report, any future waste rock disposal must take place
within the fenced mine yard area in accordance with the approved mine plan.
cc: Carl Mount, DMG
Kathleen Sullivan
Colorado Dept. of Public
Health and Environment
WQCD-PE-82
4300 Cherry Creek Dr. S.
Denver, CO 80222-1530
Gene Branson
4 Misty Vale Court
Sunshine Canyon
Boulder, CO 80302
I & E Contact Address
NAME Rockv Conner
OPERATOR East-West Minino Corn., Inc.
STREET 999 Pinion Hills Drive
CITY/STATE/ZIP Carson Citv.
