(II. Comments - Compliance <br />Below are comments on the inspection. The comments include discussion of <br />ooservations rnaoe during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidenr_e <br />supporting the enforcement action. <br />On June 10, 1993 a complete inspection was conducted at the O.C. No. 2 Mine. A <br />representative of the mine was not present, but Robert Weaver was met later to <br />check records. <br />The on site inspection was video taped to inventory site conditions and surface <br />structures. <br />Conditions at the mine have not changed much since the last inspection. The heavy <br />snow cover has melted and some melt water may have run to the pond but it has <br />since dryed out. The loader, which portions of the tipple housing collapsed on, has <br />been removed. <br />During the inspection no fuel or drummed petroleum products were observed. Later, <br />during the records check, Mr. Weaver gave the Division a copy of the shipping <br />manifest for the waste oil removal. Approximately 1000 gallons were removed. Also, <br />Mr. Weaver had a letter from the power company stating that the power lines to the <br />mine, up to the power pole, were the responsibility of the power company. <br />All ditches and culverts were inspected and found to be clear and functioning. The <br />pond was dry but it appeared that it held less than a foot of water this spring. <br />This pond has never discharged and I have never noted more than afoot of water <br />in the bottom. <br />The portal was secured from entry with sheet metal and grating and locked with <br />chains and pad locks. The entrance to the mine bench area should be secured with <br />a locked chain or gate. <br />During the records check Mr. Weaver verbally requested an informal conference to <br />talk about the Division's proposed bond increase. June 29 at 6:00 p.m. was <br />tentatively agreed upon for the conference and later this time and date was <br />confirmed with a letter. <br />O.C. Mine No. 2 (C-80-002) June 10, 1993 <br />
