(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1994-113 <br />INSPECTION DATE 5/19/04 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division in response to the operator's request for an inspection to discuss upcoming <br />changes, and as part of its monitoring of Construction Materials 112c permits. The operator's representative named on page <br />one was present during the inspection. <br />The site has not been actively excavated in a couple years, though stockpiled material continues to be removed regularly. The <br />highwall is maintained in a graded and stable condition, and the cut above the haul road is maintained. Stripped topsoil has <br />been stockpiled in several protected locations in the permit, the oldest piles have been adequately vegetated. There appears to <br />be an adequate amount of topsoil to respread over the disturbed areas. <br />Not all portions of the affected area have been disturbed. Several wooded slopes still remain undisturbed, with disturbance <br />limited to the active excavation area, pit floor, processing and stockpile area, topsoil stockpile areas, and access roads. This <br />helps keep the bond low, limits instability and minimizes need for maintenance. <br />Two of the areas still undisturbed are the small wetland in the northern end of the permit, and an adjacent area covered by <br />aspen trees. These lie immediately east of the existing haul road. Much of the haul road was built upon the hydroelectric <br />penstock that crosses the permitted area. That specific section of the haul road alongside the wetland was built upon the <br />weaker fiberglass portion of the penstock. Damage to the penstock was found several years goo, and it was repaired, but haul <br />traffic was severely curtailed. The operator began exploring the option of rerouting that part of the haul road, specificallvto the <br />area of the wetland. It was for purposes of discussing this chanoe that the operator contacted this office for an inspection. <br />hundred feet long. <br />The bond amount was reviewed and is felt to be adequate for now, since there has been no further disturbance since it was last <br />recalculated. As part of the technical revision, this office will pertorm a thorough bond recalculation. <br />No further items were observed during the inspection. The edge of the floor is bermed, though the outslope itself is <br />naturally loose and sloughing. The operator does not push material off the edge. The pit floor will be deepened considerably, <br />as indicated by the visible boundary markers far down the slope. Though there is a berm at the top of the slope, there is a <br />potential for rolling material moving down the slope. The operator should continue to maintain the silt fence that was installed <br />there in past years. <br />
