III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Joe Dudash of the Colorado DMG. No one <br />represented the operator during the field inspection. <br />ROM Stock~e <br />All of the screened coal has been moved to the crusherfscreenerbench for later shipment as part <br />of a blended coal product. The remaining coal refuse material has been spread out over the pile. <br />The sediment pond was dry. The collection ditches and culverts had sufficient capacity. The <br />entrance haul road was in good shape and the mine ID sign was up. Surface disturbance markers <br />were also present. <br />East Mine <br />The entrance gate was closed and locked. There was no activity at the site. The screened coal <br />from the ROM pile was on the crusher/screener bench. Mine equipment had been removed <br />recently from the warehouse level bench. There have not.been any recent additions to the west <br />ridge waste pile. <br />West Mine <br />There have not been any recent earthmoving operations at the west mine. There was no mine- <br />relatedactivity at the Steven's Gulch well site, as well. There were no problems observed at both <br />of these sites. <br />Train Loadout <br />Trucks were unloading coal but there was no coal train on site during the inspection. There were <br />no problems with fugitive dust, although the highway is stained black in front of the loadout. The <br />loadout pond was dry. The pond embankment was stable and the spillways were functional. The <br />fuel facility berm was functional. There were no fuel leaks at this site or at the double-walled <br />fuel tank near the loadout grizzly. Mine 1D signs were up at the three entrances. <br />c:\ms97\bowie 1 Unsp0702 <br />
