<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Coal Ridge Mine conducted by Erica Crosby of DMG. No <br />company representative was present during the inspection. The Coal Ridge Mine is in <br />reclamation only status. Weather conditions on site were overcast and raining. Ground <br />conditions were muddy. <br />Signs & Markers Mine ID sign and DMG location sign were posted and all information appeared <br />accurate. <br />Roads The road leading into the Coal Ridge Mine is in good repair. Vegetation is beginning to <br />encroach on the road. <br />Hydrologic Balance An afternoon rain storm came through the site during the inspection. No <br />runoff was noted in the ditches or the sediment pond. The Pond was dry, and spillways were in <br />good repair. No recent discharge was noted. Diversion ditches leading into the sediment pond <br />were inspected. A breach roughly 3' wide and 3' high was noted at the intersection of ditch #5 <br />and ditch #6. It appears that the landowner is breaching the ditch to allow water to flow down <br />the vulcan ditch to the irrigated pasture. The operator needs to come in with a revision to <br />address the sediment control of the watershed area leading into Ditch #5. The operator can <br />either build a second ditch that will drain to the sediment pond or designate the area as a small <br />area exemption (SAEI⢠Currently, there is no sediment deposited outside this breach and there <br />are no erosion features. <br />Backfilling & Grading The reclaimed slopes appear stable and no erosion features were noted. <br />Some slight settling was noted around the B Portal area, between the regraded slopes and the <br />natural terrain. The settling was noticed due to the lack of vegetation between the two <br />surfaces. The actual backfilled portals showed no signs of settling. <br />Revegetation Vegetation on site mainly consisted of alfalfa. Perennial and annual grasses were <br />also noted, but were very dry. The operator stated that weeds were sprayed this summer, and <br />could be detected in some areas. No cows were noted on site. <br />
