<br />III. COMMENTS COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Tom Kaldenbach of CDMG. Karl Koehler and <br />Forrest Luke represented the operator <br />The snow pack was melting off. <br />AVAILABILITY OF RECORDS <br />The records checklist is attached. All required records were available. I also checked <br />the availability of records on file at the Moffat County Courthouse. The required records <br />were there. these are: the 1999 blasting notice and the only permitting action currently <br />in review,TR-78. Also at the Courthouse was Trapper's Phase I1II Bond Release Application <br />which CDMG approved in 1998. <br />SIGNS AND MARKERS <br />The following types of signs and markers were properly displayed with the correct <br />information: mine i.d. signs. blasting warning signs, permit boundary markers. and topsoil <br />markers. <br />ROADS <br />The surfaces of haul roads, access roads. and light duty roads were in good condition. <br />Haul road embankments and cut-slopes showed minimal erosion. Ditches next to roads <br />appeared to have design capacity. <br />HYDROLOGIC BALANCE <br />Ditches and Culverts - The perimeter ditch on the west end of Trapper has design capacity. <br />The perimeter ditches on the south side of Trapper in Deer Gulch was not accessible for <br />inspection due to wet ground. The collection ditches in the Buzzard drainage and the West <br />Flume diversion ditches are in good condition and have design capacity. Culverts inspected <br />were clear and not eroded. <br />Pond inspection - Ponds are summarized in Table 1. The three ponds on the south side of <br />Trapper (Deer. Elk, and Ute) could not be inspected due to wet ground. During the <br />inspection the operator's representative measured field parameters at flumes: the <br />measurements were consistent with those made by the inspector. <br />Pond discharges and conditions - Ponds were discharging in only the actively mined <br />drainages (NO Name. Johnson, East Pyeatt. and Oak). The sources of inflows into the ponds <br />presumably was snowmelt and springs because none of the pits were being pumped. All pond <br />inslopes and embankments appeared stable and were not Bullied. Where visible. each pond <br />appears to have at least 60~ of its capacity available for sediment storage. consistent <br />with the permit application. All flumes were in good condition. <br />New ponds The two ponds constructed in 1997-8, West Flume and Middle Flume #3. do not yet <br />have vegetation on their inslopes and embankments.
