(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1977-140 <br />INSPECTION DATE 4/14/04 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was pertormed by the Division as part of its monitoring of Construction Materials 112c permits. The operator <br />was contacted about scheduling a time for the inspection. The operator's representative named on page one was present <br />during the inspection. <br />The required permit ID sign was posted at the north gate entrance to the permit area. Permit boundary markers consisting of <br />buttressed stakes along the north side, t-posts along the west, and fencelines along the east and south are in place. All <br />disturbance appears to be within the permit boundary. <br />No disturbance has yet occurred in the new area of the permit, which will become another pond, as amended to the permit <br />(AM-1) in 2001. The operator stated that he is arranging the needed water-related documents before disturbing this area. <br />The site was active at the time of the inspection. Excavation, processing and hatching were occurring. The excavation is still <br />confined to the north side of the original (east) pond. The peninsula is still there, and has been partially excavated, but recent <br />low pond water levels have allowed renewed access to previously-mined areas that can be further deepened. This activity, <br />though not specified in the approved plan, does not add to the reclamation liability or expand the disturbed area, and is not a <br />problem. Excavation was being carried out by excavator and truck, and a sauerman was set up there too. <br />Most of the slopes of the pond have been graded. As excavation ceases in various portions of the pond, the operator should <br />perform final slope grading to keep the bond minimized (the approved gradient in the reclamation plan is 5:1 ). No topsoil <br />exists, but various grasses, plus willows and cottonwoods have become established on the cobbly surface. <br />A significant part of the bond amount is for structural demolition and removal. Since the last bond recalculation several <br />structures have been fully removed. Costs associated with those were reviewed during the inspection, and a quick estimate of <br />the bond reduction possible appeared to be about $2000. Better figures will be calculated soon, and the figures forwarded to <br />the operator. <br />A small area north of the office building, which is now a level grassy field, appears to be fairly well reclaimed. It was a wash <br />pond but is now filled and much of it is adequately revegetated. Some traces of white•top (state-listed noxious weed) were <br />evident, and the operator stated he would continue to treat them. The revegetation and weed control will be better assessed <br />later in the season. <br />Since the new (amended) pond is not yet excavated, and several structures have been removed, the bond is presently felt to be <br />adequate. <br />This is an orderly, well-run operation. There were no problems noted at this time. No further items were observed during the <br />inspection.
