(Page 21 <br />MINE ID # OR PROSPECTING ID # M-2001-108 <br />INSPECTION DATE 2!25/02 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This was apre-operation inspection was performed by the Division. The permit application for the site was recently <br />approved, and on February 22, 2002, the Construction Materials 110 permit was issued. The county was represented by <br />the operator named on page one. He was present throughout the inspection. <br />The required application notice was posted by the gate near the county road. Now that the application has been approved <br />and the permit issued, maintaining the notice is no longer required. However, since the site is now permitted, a permit ID <br />sign is required to be posted, for as long as the permit remains in effect. Please refer to Rule 3.1.1211) for the required <br />information to be included on the sign. In brief, it must contain three things: the name of the operator, a statement that <br />a reclamation permit for the operation has been issued by the Mined Land Reclamation Board, and the permit number. The <br />site lies 2000 feet from the county road. Ilt is not clear from the roles whether the sign must be posted near the county <br />road or near the boundary to the pit. The operator might consider the potential for sign vandalism in the decision of posting <br />location.! <br />Under Rule 3.1.12(21, the permit boundary must be marked. This may be by fence, fence posts, cairns, etc. The site <br />contains several old junk washing machines, which might serve as visible, immovable, and durable !yet cheap and <br />expendable) corner markers. It would be advisable to place several markers along each of the four sides of the permit, and <br />not just at the corners. The permit maps indicate that surveyor-capped rebar is presently at each corner, which will help <br />facilitate the accurate location and placement of the boundary markers. <br />The current lack of ID sign and markers is not a problem, but the operator should strive to install these items during this <br />season, and especially before any onsite activities. There is no mining-related disturbance yet. <br />Access to the site was via an existing 2-track dirt road which crosses State land. It is not known if the existing road will <br />be improved for better access to the site or for reason of better access to the rest of the State land. <br />The site currently exhibits typical vegetation for this area: dominated by blue grama and snakeweed, with some Russian <br />thistle on the disturbed areas. Some old construction and household debris has been dumped on the property. It should <br />be removed and properly disposed of before mining. The fence roughly marking the south section line is dilapidated, and <br />the old earthen ditch running parallel to and ten feet north of the fence is neglected. <br />Somewhat rocky soil is visible between the thinly scattered plants. The operator will strip off the top 12 inches of soil, <br />which may include subsoil, and stockpile it in the SE corner of the permit area. The soil stockpile should be configured with <br />gentle sideslopes which can be vegetated with one or more of the reclamation grasses. (The soil stockpile for the <br />neighboring pit was examined -steep slopes and weed covered -and served as an example of what to avoid.! If at all <br />possible, areas ready to be retopsoiled should receive soil recently stripped. Weed growth is inevitable, but should be <br />monitored and promptly treated. <br />There were no additional items observed or discussed. No problems exist at this time.
