111. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />A complete inspection of the Red Canyon Mine was performed by <br />Christine Johnston of the Division. Mitch Rollings of the Office <br />of Surface Mining (OSM) accompanied me during the inspection. The <br />day of the inspection was partly cloudy and unseasonably warm. <br />There was about 1-2 inches of snow on the ground. <br />Availability of Records <br />The records for the mine were reviewed at the Delta County <br />Courthouse in Delta. Please see the enclosed form entitled "DMG <br />Availability of Records" for comments on all records reviewed. The <br />1994 Annual hydrology Report should be included with the public <br />records. Minor Revision No. 2 should also be on file. <br />Excess Spoil and Development Waste <br />The clean water diversion ditch for the underground development <br />waste pile has been constructed. It was seeded, mulched, and <br />netting installed. It appears to be constructed as designed. <br />Measurements were not taken due to the snow cover in the ditch, but <br />will be once conditions improve. The ditch drains to natural <br />drainages on the north and south end of the pile. <br />CEJ/034.O130ine <br />
