III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The torments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Kent Gorham of the Colorado Division of <br />Minerals and Geology. The Rimrock Mine consists of approximately seven acres of <br />reclamation. The weather was cool and partly cloudy and ground conditions were damp due <br />to recent snow and snow melt. <br />Availablilitv of Records <br />The mine records are kept at the Office of the Las Animas County Planner at the Las <br />Animas County Courthouse in Trinidad. The operator should file a current copy of the <br />Colorado Discharge Permit System (CDPS) General permit for Coal Mining. The CDPS <br />permit on file is expired but has been renewed state-wide in 2002. All other records were <br />found in compliance and as indicated on page 2a of this report. <br />Hvdroloaic Balance <br />The single sediment pond at the site held a small amount of water in the northwest protion of <br />the pond. The sediment collection ditch running the length of the toe of the reclaimed slope <br />above the pond appeared in good condition. Snow had melted from the reclaimed area but <br />was present in shaded areas around the reclaimed area. <br />Reveoetation <br />Vegetation at this site has begun obvious signs of new growth likely due to abundant, recent <br />moisture and warming temperatures. Cool season grasses like smooth brome and annual <br />plants such as redstem filaree were noted. Occasional scotch thistle rosettes were also <br />noted. Cattle were not observed on the reclaimed area and have left the area of the main <br />gate. <br />Overall, the site appeared in normal condition for the winter season. <br />
