IN. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion.of observatlons.made <br />during the inspection: Comments also describe any enforcement actions-taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This aerial inspection was flown on August 10, 2004. No compliance problems were reported during <br />the overflight of the mine site. The digital images were reviewed in the office on August 17, 2004. <br />Unit Train Loadout <br />There were no coal loading or unloading operations taking place at the train Loadout. There were no <br />railcars on site either. There were, however, several trucks on site along with drill pipe handling <br />operations. There were no problems with fugitive dust or dirt being tracked onto the main highway. No <br />problems were observed with any of the structures or roads. <br />East Mine. <br />There was no activity at the East Mine and no new reclamation work. Some mine machinery and <br />materials is still being stored on the crusher/screener bench. Some mine equipment and coal waste aze <br />still being stored on the east side of the warehouse bench. <br />The paved haul road and graveled access road were in good condition. There were no signs of slope <br />instability with any of the cut slopes and fill benches at the site. <br />Three of the four bin wall ponds were dry. There was a little standing water in the second pond from <br />the top. All four bin walls appeazed to be stable, as did the pond inslopes. <br />There were no new additions to the West Ridge Waste Pile. This pile, as well as the old waste pile, <br />appeazed to be stable. There was a little standing water in the sediment pond. The pond embankment <br />and inslopes appeared to be stable. <br />Run of Mine (ROM) Stockpile <br />There was no activity at the ROM pile. The top of the pile was dry as was the graveled haul. road. <br />There was a little standing water in the sediment pond. There was some mine equipment being stored <br />at the material storage area. <br />West Mine <br />There was no activity at the West Mine. A very small section of the reclaimed azea was covered in a <br />mulch blanket. The two sediment ponds were dry.
