III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />Hydrologic Balance (cont'd) <br />Topsoil and subsoil stockpile SAE silt fence installations were properly maintained and functional. Some <br />maintenance is warranted at the office area SAE, to remove accumulated sediment from in front of the <br />silt fence. <br />There was minor downcutting along segments of the upland diversion ditch immediately south of the <br />sediment pond/soil stockpile area. Grading and reseeding is warranted along the segment to repair the <br />erosion and prevent further downcutting. <br />Topsoil <br />There is a heavy growth of annual brome (cheatgrass) on the topsoil stockpile. The cheatgrass cover is <br />effectively stabilizing the soil, but will present problems in the future when the topsoil is spread on final <br />graded reclaimed areas, due to the competitive nature of cheatgrass, which allows it to suppress the <br />growth of desirable perennial vegetation. cheatgrass control and reseeding is warranted. Elimination of <br />the cheatgrass may require application of Round-up or other appropriate herbicides in fall and spring for <br />one or more years, followed by reseeding with the stabilization seedmix. <br />Revegetation <br />Minor grading and reseeding will be necessary on the top and side of the subsoil stockpile, where soil <br />was borrowed last fall for pond embankment repair. Overly steep cut slopes were left in a couple <br />locations on the pile, and seeded grasses did not establish well. These cuts will need to be eliminated. <br />Seedbed roughening will be necessary following completion of the minor grading, immediately prior to <br />seeding. <br />4 <br />
