<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the North Thompson Creek Mine conducted by Erica Crosby <br />of DMG. No company representative was present during the inspection. The North Thompson <br />Creek Mine is in reclamation only status. Weather conditions on site were clear and warm. <br />Ground conditions were damp. <br />Records Mine records were inspected at the Garfield County Courthouse. See attached records <br />report for further detail. <br />Signs & Markers The permit ID sign was noted and all information appeared accurate. The DMG <br />location sign was also posted. <br />Roads The road leading into the North Thompson Creek Mine was damp, but generally in good <br />repair. Some erosion has occurred on the portion of the road where it turns to the portal area. <br />These rills should be repaired. The gate at the mine entrance was locked. <br />ydroloaic Balance Mine water was entering the Long Pond from Mine #1 and Mine #3. It <br />appears that a new valve control has been placed on the pipe leading from Mine #3. The inlet of <br />the pond contained a larger concentration of iron than the lower portion. Cattails and alge are <br />well established in the pond. Ponds T-1 and T-2 also contained water, and a high concentration <br />of alge. The discharge from T-2 into North Thompson Creek was clear. The sediment pond <br />contained water well below the primary discharge pipe. The spillways were in good repair. The <br />refuse pile sediment pond was dry, and spillways were in good repair. All pond embankments <br />were well vegetated and stable. The permanent diversion ditches were heavily armored with rip <br />rap. There were signs of recent flow down the drainage due to the accumulation of sediment. <br />Temporary sediment control ditches were in good repair and appeared functional. The culvert <br />under the county road was 1 /4 of sediment. The operator should clean this culvert prior to <br />winter. <br />Backfilling & Grading The backfilled & graded areas are well vegetated, and appeared stable. <br />No erosion features were noted on the backfilled slopes. The refuse pile area also appears <br />stable and is well vegetated. The portal door has been repaired by the operator with new hinges <br />and a new lock. The fan portal water level was low during the time of the inspection. TR-19 <br />addressing the final reclamation plan for the portal areas is currently under review. Some of the <br />hay bales around the portals are missing or are in need of repair. This should be repaired by the <br />operator. <br />Reveqetation Vegetation is well established on site. Vegetation consisted of Rabbit Brush, <br />Blue Flax, Wheatgrass and shrubs. <br />
