lll. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Seneca II Mine conducted on December 28, 2005 by Mike <br />Boulay of the DMG. Roy Kazo of Seneca Coal Company was present during the entire <br />inspection. Weather conditions were sunny and cold. With exception of the shop and warehouse <br />facilities, there was no activity at the mine site during this inspection. <br />Roads <br />Most azeas of the mine site were heavily snow covered, and the majority of the mine site was not <br />accessible due to drifted snow. Road E leading to the PECOCO Pond was the only road that had <br />been recently plowed. All other mine site roads were snow packed. An attempt was made to <br />access the mine site via Road E1. The site was inaccessible beyond the gate due to drifted snow <br />and icy conditions. Ditches and culverts along the accessible portions of Road E and EI were <br />snow covered. <br />Hvdrolo~ic Balance <br />Ponds 002 and 003 were viewed. These sedimentation ponds were frozen over. Pond <br />embankments appeazed stable and no problems were noted at these locations. <br />Supvort Facilities <br />The shop and wazehouse facilities were the only azeas cleared of snow. These facilities and <br />perimeter areas were maintained and no problems were noted during this inspection. <br />
