r <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />On November 23 a partial inspection was conducted at the Southfield mine. At the <br />time of the inspection the weather was clear and warm. Some less used north facing <br />roads were snow covered and soft from freeze thaw. Mr. AI Weaver was met at the <br />mine. <br />The coal waste disposal area was inspected. Work was progressing on excavating <br />the subsoil at the base of the west side of the pile. Additional material was being <br />excavated in addition to topsoil. The material will be used to achieve the 4 foot of <br />cover and to ameliorate the existing and future topsoil that will be salvaged. The Mr. <br />Weaver outlined their anticipated plans for the expansion and final reclamation of the <br />pile. Mr. Weaver said that topsoil would probably be stored in long rows on top of the <br />waste pile to facilitate future placement. <br />The mine seemed to be doing a good job of contemporaneously reclaiming the pile. <br />The areas that were topsoiled and seeded two years ago had fairly successful <br />revegetation. There were some large rocks in the areas of the excavation. Mr. <br />Weaver had said that someone at the mine suggested creating wildlife habitat by <br />piling rocks that were uncovered in the construction of the waste pile and placing them <br />on top of the waste pile. This has been done, at several other mines that I have seen, <br />with success. Shawn Smith, the reclamation specialist, should be contacted to see if <br />this would require a minor revision. <br />
