While the site is adjacent to an historic placer operation, <br />the new operation is creating a huge bench or platform from the <br />overburden over 20 feet above existing grade which is burying existing <br />forest and moving towards the existing subdivision. <br />The operation has become a nuisance due to high ambient fugitive dust <br />levels, damage to forest and excessive noise. Additionally, a PVC pipe <br />leads from the operation to the South Platte River discharging unknown <br />waste. The following information is from local sources and is unverified. <br />1. Operator -The mining is being conducted by Zigan Sand and <br />Gravel, Inc. <br />2. Geographic Name of Site - The site is adjacent to a historic <br />tailing pond now known as the Snowstorm Pit. The <br />site is on the East side of Colorado 9 (the highway <br />connecting Fairplay and Alma) approximately 32 <br />miles North of Fairplay. <br />3. Legal Description -The operation is located at the intersection <br />of Sections 19, 20, 29, and 30, Township 9, Range <br />77 West, Park County, Colorado. The primary work <br />appears to be in Section 19. <br />4, Type of Mine - Surface <br />5. Substance Mined -Gold, sand and gravel. <br />6. Area Disturbed -Primarily the SE 1/4 of Section 19. Affects <br />adjacent housing in subdivisions to North and East. <br />Both of our houses are adjacent to the North. <br />7. Priority Criteria - a. Pollution: <br />1. air - heavy fugitve dust emissions <br />2. water - possible discharge in South Platte <br />River <br />3. noise - unmuffled equipment and rock dumping <br />into metal hopper <br />
