III. COMMEN~~COMPLIANCE ~~U_/,/JO~~~~ <br />PP d 11e1/O `-VVY <br />Below are comments on the inspection. The comments include discu~on of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Southfield mine conducted by Jim Stark of CDMG. <br />The Southfield Mine is in permanent cessation. Reclamation work has been <br />performed at the site and the Operator has applied for a Phase I Bond Release. The <br />weather was cool and sunny and the ground was covered (mostly with several <br />inches of snow. The other areas that had no snow were very wet muddy. <br />Signs and Markers: All of the required signs (including the mine ID sign, ID sign at the <br />refuse pile and topsoil markers) were in place. <br />Roads: -The mine access road was covered with snow but appeared to be well <br />maintained and stable. <br />-The haul road to the refuse pile was also covered with snow. It appeared to be well <br />maintained, stable and in good condition. <br />-The road around the east and north sides of the refuse pile to Pond 4 (and the <br />regraded pond 3 area} was covered with snow. It was well maintained and <br />appeared to be stable and in good condition. <br />Hydrologic Balance: -Pond 4 appeared to contain a small amount of water atthe <br />time of the inspection. The pond embankment was covered with snow but <br />appeared well vegetated and appeared to be stable and in good condition. Pond <br />4 is a self-dewatering pond. <br />- Pond 5 was dry at the time of the inspection. The pond was partly covered with <br />snow and appeared to be well vegetated and appeared to be stable and in good <br />condition. Pond 5 is a self-dewatering pond. <br />- The 100-year ditch around the refuse pile appeared to be stable and in good <br />condition. The ditch was partly covered with snow and had a small amount of snow- <br />melt flowing through it. <br />- The roadside ditches appeared to be well maintained and in good condition. <br />Backfilling and Grading: -All of the backfilled and regraded areas (the facilities area, <br />the explosives bunker, the refuse pile, the borrow area and the Pond 3 area) <br />appeared to be stable at the time of the inspection. The areas were covered (for <br />the most part) with snow but there were no signs of cracking or settling. <br />Processing Waste: The entire refuse pile has been covered with four feet of nontoxic, <br />noncombustible material. Although the pile was covered with snow, the cover and <br />the pile appeared to be stable at the time of the inspection. No cracking or slumps <br />were observed. It appears that there is positive drainage oft of the pile and into the <br />100-year ditch. There did not appear to be any springs or seeps on the surface of the <br />pile. <br />
