III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />Records were checked before the mine site inspection (14:00). The inspection at the mine started at <br />16:00. The site was covered with snow (areas not drifted about 2 feet deep). Deep snow inhibited <br />physical access to the site. The site was inspected by direct observation from Routt County Roads 27, <br />29, 44Z, and 179; and State Highway 131. <br />AVAILABILITY OF RECORDS <br />Records were checked at the Routt County Court House. See the DMG Availability of Records <br />checklist attached (see Rule 5.02.4). All documents were found with the exception of some proposed <br />changed pages under the Permit Renewal Number 5 application. Mr. Leach was contacted by telephone <br />about the missing documentation. <br />SIGNS AND MARKERS <br />Signs and markers were in place. <br />ROADS <br />The configuration of snow cover suggested that there were no irregulazities. As reported in previous <br />inspections, the main access road to the Oak Creek facilities azea has been interdicted by work on the <br />railroad crossing. Barrier poles are still in place. <br />HYDROLOGIC BALANCE <br />Snow and ice covered the site. No surface flows were visible. The configuration of snow cover <br />suggested that there were no irregularities in drainage features, and no changes in configuration of the <br />impoundment embankments. <br />BACKFILL AND GRADING <br />Snow cover prevented direct observation of the re-grading associated with the West Ridge Pond repair. <br />SUPPORT FACILITIES <br />A permanent office building, associated facilities, and parking area remains on site.
