III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made during
the inspection. Comments also describe any enforcement actions taken during the inspection and the
facts or evidence supporting the enforcement action.
Records were checked before the mine site inspection (14:00). The inspection at the mine started at
16:00. The site was covered with snow (areas not drifted about 2 feet deep). Deep snow inhibited
physical access to the site. The site was inspected by direct observation from Routt County Roads 27,
29, 44Z, and 179; and State Highway 131.
AVAILABILITY OF RECORDS
Records were checked at the Routt County Court House. See the DMG Availability of Records
checklist attached (see Rule 5.02.4). All documents were found with the exception of some proposed
changed pages under the Permit Renewal Number 5 application. Mr. Leach was contacted by telephone
about the missing documentation.
SIGNS AND MARKERS
Signs and markers were in place.
ROADS
The configuration of snow cover suggested that there were no irregulazities. As reported in previous
inspections, the main access road to the Oak Creek facilities azea has been interdicted by work on the
railroad crossing. Barrier poles are still in place.
HYDROLOGIC BALANCE
Snow and ice covered the site. No surface flows were visible. The configuration of snow cover
suggested that there were no irregularities in drainage features, and no changes in configuration of the
impoundment embankments.
BACKFILL AND GRADING
Snow cover prevented direct observation of the re-grading associated with the West Ridge Pond repair.
SUPPORT FACILITIES
A permanent office building, associated facilities, and parking area remains on site. There was no sign
of change in condition.
C-1980-001 CC Inspection 16 January 2007, page 3 of 6 pages
