INSPECTION REPORT <br />medium for the time being with plans during the upcoming summed <br />sea eon to topsoil and plant it. As they put in the bench and <br />resoiled St, they threw up a temporary berm to physically separate <br />the resoiled area with the waste. In doing so, they did not direct <br />the drainage from area Snside from the berm to the waste or the 70 <br />foot wide bench drainage area to the mouth of the 100 year diversion <br />on the southeaetetn end of the waste pile. This is an oversight nn <br />the companys behalf to grade the tail of the berm and bench drainage <br />to the 100 year diversion just below the main topsoil stockpile for <br />the area. <br />The second drainage control problem was noted when Mr. Clapton and <br />myself went back out to the new waste pile bench to measure the slope <br />of the area. I overlooked it earlier in the inspection when the <br />company official end Mea Aegay were nn the site. While she vas <br />working on their minesite report, Mr. Clapton and I decided to go <br />back out Co the active workings on the waste pile to survey tt for <br />grade. Earlier estimates were limited to visual observation so the <br />decision wee made to check the slope of the waste bench with an abney <br />level and clinometer. Ae we entered the waste bench off of the haul <br />road, runoff was noted crossing the road from the interior bar ditch <br />of the road onto the waste. Further investigation revealed that the <br />ditch in that area was frozen and/or filled with sediment causing it <br />to overflow and run across the road instead of going on down to a <br />culvert underpass into the 100 year divereton along the perimeter of <br />the waste pile. I was told by company officials that the interior <br />bar ditch of that haul road is the 100 year divereton for the <br />drainage above the road. It intercepted drainage from shove as well <br />as road runoff. The portion of the ditch that was plugged appeared <br />ae though it was not graded properly thus allowt.ng runoff to settle <br />instead of being carried through to the culvert and nn to the 100 <br />year diversion. It was hard to verify that because of snow cover and <br />the north facing slope which reduced melt to a minimum in that area. <br />The Sylveator Gulch road runoff going into the active waste disposal <br />area was caused by afternoon melt and their failure to Qrade the road <br />properly. Road maintenance crews grade the road nn a regular basis <br />because it ie access for one of the exhaust fans for the mine. Snow <br />ie pushed to the side of the road surface but not into the bar ditch.. <br />The intent there I assume is not to fill in the ditch. This <br />however, causes snow accumulation on the road which in turn melts and <br />runs down tracks caused from vehicles entering the area. The bar <br />ditch drainage on both sides of the road is directed into the 100 <br />year diversion around the lower perimeter of [he pile. There was some <br />comment about the road being graded with a slight incline towards one <br />of the other ditches but that was not apparent during the inspection. <br />Old plane for the road that have since been revised called for a <br />water bar on the road to prevent some of the flow that was <br />occurring. <br />Page 2 <br />It was difficult to fully evaluate the amount of drainage directed <br />into the pile that was in violation because of alternating freeze- <br />thaw cycles encountered on the mine during the inspection.
