(Page 2) <br />MINE iD # OR PROSPECTING ID #: M-1927-572 <br />INSPECTION DATE: 6J3-ad INSPECTOR=S INITIALS: inn <br />OBSERVATIONS <br />This was a monitoring Inspection to check compliance with the permit regulations and the Act Arranaemenis <br />were made to meet Wayne Adams at the permit area :however, he was unable to be there. The Inspection was <br />conducted with John Santstevan an employee of Valco who had been ooergting a hoot-end-loader In the <br />stockpile area. <br />This permit area was last inspected by the Division on Julv 16. 1998. No problems were noted in the inspection <br />report. <br />The embankment between the gravel operation and the Arkansas River was in good condition and heavily <br />vegetated especially on the river side with willows and other river bottom shrubs. <br />A power line bisects the permit area in a north -south direction. Mr. SanHstevan thinks the Iirte has been in <br />plgce since before the permit was Issued. The line does not appear on the permit maps. Yaico is taking <br />appropriate measures to protect the power poles. <br />A dike between the east and west pits is in good condition. <br />There are a few tamarisk plants in the permit area. Mr. Saanistevan was aware that tamarisk is now a state listed <br />noxious weed. Valco should start taking appropriate measures to eradicate them before they increase in <br />numbers to the point they become an inspection problem. Vaico should contact the local weed conhol dishict <br />fo get lnformaflon on confrol of the tamarisk. <br />On a lame concrete pad near the processing area a 400-500 gallon diesel fuel tank was observed for which <br />there was no containment in the event of a spill. The tank was empiv and Mr. SanHstevan said that it belonged <br />to Wallace Oil and was left after a protect for which they provided fuel. He said chat the oil company will be <br />removing the tank. On the same concrete pad area there are six fd) 55 gallon drums some of which contain <br />used oil and hydraulic fluid. Valco should have Waitace Oil remove the fuel tank and the used oil and <br />hydraulic fluid should be disposed of (removed from the permit areal or placed in a facility that will contain a <br />potential spill on site. This is necessary to protect the quality of the around water which is close to the surface. <br />The Division holds a financial warranty in the amount of 548,270.00. The bond was recalculated upon the <br />goproval of amendment No. 1 and remains adequate.
