Pa e 2
MINE ID # OR M-1981-202SG INSPECTION DATE: 0612612006 INSPECTOR'S RMWRAS
PROSPECTING ID #: INITIALS:
This inspection was conducted as part of the Division of Minerals and Geology (Division} monitoring program.,
Present at the inspection were Richard Wenzel and Tom Schreiner of the Division, and Fred Frei of Flagi
Resources.
The Silt Pit is located on the south side of Interstate 70 one-half mile south and one-half mile east of the town of Silt!.
in Garfield County, Colorado. A sign identifying the site as the Silt Pit was posted at the entrance to the site.
Property boundaries were marked by stakes and flagging. Mining is occurring in an easterly direction on the east
half of the site with mining efforts being focused in the southeast comer. Topsoil is stripped ahead of the mining
operation and stockpiled along the south property line. The operator indicated that he has approximately 30,000
cubic yards of topsoil stockpiles. Vegetation on the topsoil stockpile is well established where the topsoil has been
stockpiled for several years. An infestation of Russian Knapweed, however, was observed in the disturbed areas in
the southeast corner of the site. Tamarisk was also observed on the site. The operator indicated that he sprays for
noxious weeds in eitherthe spring or fall and that he generally mines through the Tamarisk, lets it dry then burns it.
The Division requests that the operator submit a weed control plan to the Division as a Technical Revision to the
exiting permit and implement the weed control plan to control the noxious weeds at this site. This issue is noted as
a problem on page three of this report.
The east mining face is being mined at an approximate slope of 3H:1 V. The pit is dewatered by pumping water
from a sump located near the northcentral portion of the site into the existing lake to the west. Processing
operations and stockpiles of processed material are located south of the sump pit.
The majority of the west half has been reclaimed as a lake and wetlands. Along the south side of the lake, the
operator has leased out part of the site for asphalt and concrete plants. He also uses a portion of this area as a
scrap yard.
The operator maintains an office building near the entrance to the site and a shop several hundred feet northwestof
the office building. He has indicated that he will be submitting a Technical Revision to his permit to allow for the
buildings to remain after mining is complete.
A new bond will be calculated based on the current site conditions and will be sent under separate cover.
Responses to this inspection report should be directed to Richard Wenzel at the Division of Minerals and Geology,
Denver Office, 1313 Sherman Street, Room 215, Denver, Colorado 80203, phone number 303-866-4935.
Enforcement and Inspection Contact Address
NAME: Mr. Fred Frei
OPERATOR: Flag Resources, Inc
STREET: 1412 County Road 311
C{TY/STATEIZIP: New Castle, Colorado 81647
cc:
U.S. Army Corps of Engineers CO Hazardous Materials and Waste Division
U.S. Bureau of Land Management CO State Engineers Office
U.S. Forest Service CO Water Quality Control Division
CO Department of Transportation x OTHER: Stevan L.
