III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Edna Mine Site. It was windy during the <br />inspection, the sky was cloudy, and a heavy rain and lightening storm blew in about <br />4:30 pm. Ground conditions were dry prior to the rain. The mine entrance gates <br />were all locked, and no one was on the mine site. No signs of recent activity were <br />observed on the ground. Records were checked at the Rouff County Courthouse <br />on Thursday affernoon, June 22, 2000. <br />Records <br />A copy of the records checklist is attached. One comment is noted. A copy of the <br />most recent midterm review should be on file. Other than that, the records are <br />current and up to date. <br />Signs and Markers <br />The mine and permit identification signs are posted at each entrance. The permit <br />boundary is surrounded by a fence. <br />Roads <br />The north Moffat road and access roads to the Center Ridge and Pond 004 are in <br />good condition. Some sediment is accumulating in the contours on the West Ridge <br />road, but it is not causing a problem and the road is in good condition. The ditch on <br />the supercurve of the West Ridge road is functioning well. <br />Hvdroloaic Balance <br />Water was discharging from the Center Ridge and Moffat ponds. A burrow or hole <br />was observed below the discharge pipe at the outlet of the Moffat pond. No water <br />was discharging from it, but it should be checked and filled in. I did not get to the <br />outlet of the West Ridge pond because of the storm that blew in. The series of ponds <br />draining West Ridge appear to be functioning well. Several of the upper most ponds <br />have filled with sediment as designed. <br />Spoil spring 001 was flowing through the old irrigation ditch and mixing with the <br />discharge from the Center Ridge pond. <br />The southern spoil springs in the Moffat area were flowing down the ditch and into <br />the pond. The northern Moffat spoil springs were almost dry. <br />BackfillinG and Grading <br />The gully repairs undertaken last fall in the Moffat area appear to have been <br />successful. Little additional erosion was observed. <br />
