It Appeared that the truck drivers may be using the coal as n <br />agtJregate on the icy roads or the coal could have fallen out of the truck. e <br />operator was not sure what had happened, but said be would discuss the situa on with <br />the truck drivers. Preventive measures against coal spillage onto the road$ ust be <br />taken immediately to avoid negative impacts to the hydrologic balance outsid the <br />permit boundary. ~ <br />4.09 Support Faciliges <br />The new mine fan and accoustical block sound barrier wez~e inspected. problems <br />were noted. <br />4.03 Hydrologic Baldnce <br />The operator failed to repair or clean the culvr_rt near the turn-off to the <br />refuse disposal area by the February I, 1982 compliance deadline and is tl erefore <br />delinquent. If a corrypliance deadline cannot be met thr_ Division should be no~ified <br />prior to the deadlines since failure to meet the deadlines and correcting the problems <br />may result in an enforcement action. In this case however, since there is no run-off <br />and no major environmental disturbance an enforcement action will not be take The <br />culvert must be cleaned and repaired by February 12, 1982. <br />The new culvert, east of the yard, has been covered. <br />The coal and rocks blocking the drainage ditch south of the coal stockp e had <br />begn cleared as required in the last inspection report. However, a machine h been <br />driven into the ditch blocking it in a couple spots. Thn_refore, the February , 1982 <br />deadline for cleaning the ditch wi1Z remain in effect. <br />
