<br />III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Kent Gorham of the Colorado Division of <br />Minerals and Geology. This former underground site is entirely reclaimed. Snow covered <br />the ground in shaded areas from a recent storm. Mr. A.J. Iuppa, the landowner at the <br />site, opened the gate access to the area. <br />Signs and Markers <br />White posts were noted delineating the disturbed area. The entry sign is in compliance <br />with Rule 4.02 and 4.30.3. <br />Hydrologic Balance <br />The sediment pond at the site held a very small amount of water. Cattails are abundant <br />and cover 90~ of the surface of the pond. The ditch system directing disturbed area <br />runoff appeared functional and appeared recently regraded. The armored section of the <br />100-year ditch on the southwest corner of the refuse pile appeared in good condition. <br />The armored portion of the permanent diversion also appeared to be in good condition. <br />Channel lining was intact and did not appear to have been moved significantly from <br />runoff events. <br />Processing Waste <br />The refuse disposal pile was traversed on foot. No sign of slumps, slides, or damage <br />was noted. Seeps or springs are not active from the pile or the slope behind the pile. <br />Contour furrows, especially on the lower section of the slope, are nearly full of <br />sediment. Repair was noted on the south side of the upper section of refuse ditch no. <br />1. Rock has been added to direct flow into the riprap section of the ditch. <br />Revegetation <br />The interseeded area of the refuse pile was traversed on foot. Even though the area <br />has received numerous frosts, notable growth of various grass species was observed. <br />This growth appears to be sprouting of the interseeded species. Possible, recent <br />moisture has caused germination of seeds in the soil. The long-stem mulch does seem to <br />provide a limited amount of structure to the soil. Cattle were not observed on the <br />reclaimed area during the inspection. <br />Overall. the site appeared in average condition for late fall. Additional snow cover <br />should benefit the newly sprouted grasses. <br />Page 3 <br />
