• (Page 2) • <br />MINE ID # OR PROSPECTING ID # M-98-055 <br />INSPECTION DATE 08/28/98 <br />INSPECTOR'S INITIALS RCO <br />This inspection was performed by the Division as part of its monitoring of 110 construction <br />materials permits. The operator was not contacted about the inspection, due to the period <br />of transition between permits and permittees for this site. At the time of the inspection, <br />the prior operator (POpejoy) was still the permittee, and the present operator (Whinnery) had <br />not yet had the permit actually issued to her. This inspector had the opportunity to view <br />the site while passing by en route to a scheduled inspection, and no contact beforehand was <br />possible. <br />The site has changed since its last inspection (April 1998) at which time it was "dormant" <br />under the previous permit. The present permittee has allowed Gunnison County to enter and <br />excavate, crush and stockpile about 30,000 cubic yards of gravel. Most, if not all, this <br />material is still piled onsite. The pit has been enlarged mainly toward the north, and <br />deepened throughout to about 20 feet. Sideslopes look stable, and are close to 3:1 <br />gradients. <br />The large pile of soil along the west edge is still present, and shows no sign of recent <br />disturbance. The operator should begin to consider partial reclamation in the future, of <br />those portions of the permit which will not be disturbed further. This may include the walls <br />of the pit in the south east in the southeast corner. On the other hand, the operator has <br />submitted a bond which covers the reclamation of the entire site, and partial reclamation is <br />not an absolute necessity at this time. The operator should nevertheless monitor the <br />condition of the topsoil during the time it is stockpiled, and act to prevent its <br />deterioration. <br />There was what appeared to be new material (topsoil and/or overburden) placed in a berm along <br />the east of the pit, near the fenceline. The operator must be aware that there is a specific <br />setback distance (35 ft) of the permit boundary from the highway right-of-way. Please ensure <br />that this area is not encroached on. Causing disturbance to lands outside the pexmit <br />boundary is a possible violation. Also, if it is topsoil to be used for reclamation, and <br />will be stockpiled longer than one year, it must be seeded this year. <br />The permit ID sign was noted at the entrance to the site. k <br />has become the permittee, the sign should be Chang d~to <br />number. This is not a problem at this time. There was no debris or weediness. There was <br />no fuel stored on the site. <br />There were no other items noted during the inspection.
