111. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. -Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Seneca II Mine conducted on July 8, 1998 by Mike Boulay <br />of the DMG. Roy Karo of Seneca Coal Company was present during the inspection. Weather <br />conditions were clear and warm. Ground conditions were dry throughout the majority of the site. <br />Hydrologic Balance <br />Stock Pond T-28 located to the northwest of the Wolf Creek Area Pit was inspected. Abundant <br />sediment has accumulated in this stock pond. The sediment was being excavated from the pond <br />and removed. Ponds 002, 003, 004, and 008 were viewed and appeared to be functioning <br />properly. <br />Topsoil <br />Topsoil has been redistributed over approximately 150 acres in the Wolf Creek Area Pit. <br />Another approximately 150 acres remain in this azea that will require topsoil redistribution. <br />Topsoil cover depths were verified at 15 sample locations by Seneca Coal Company on July 2, <br />1998. The sample locations aze spaced on 500 foot centers and were verified by the DMG during <br />this inspection. The average topsoil depth was determined by Seneca Coal Company to be 11.4 <br />inches. Topsoil depths ranged from 8 inches up to 14 inches. <br />Slides and Damaee <br />The slide that occurred on the north side of the Wolf Creek Pit was inspected. The small portion <br />of the pit azea that was damaged by the slide has been regraded and topsoil redistributed. It <br />appears that positive surface drainage will occur in the regraded azea, so that there is no retention <br />of surface water at the head of the slide. <br />Reclamation Success <br />Ongoing reclamation work being conducted in the northern portion of the Wolf Creek Pit was <br />inspected. Please ensure that reclamation work is being conducted in accordance with the <br />postmining drainage control plan, including any newly proposed drainage channel designs. <br />
