III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete quarterly inspection of the reclaimed bond <br />forfeiture site. Weather was cloudy and cool, and the site was <br />muddy in most areas, with patchy snow cover in shaded locations. <br />The primary purpose of this inspection was to comply with <br />regulatory requirements to allow for a reduced inspection <br />frequency, pursuant to Rule 5.02.2(8). <br />Site conditions have not changed appreciably in recent months. <br />Despite recent precipitation, the sediment pond contained no <br />standing water. <br />The Division will erect a sign at the site when it is next <br />inspected, to direct interested persons to DMG. <br />Detailed inspection comments are contained within the attached <br />"Reduced Inspection Frequency Checklist", which is a part of this <br />inspection report. <br />This report, along with the Division's "Proposed Decision and <br />Written Findings for Reduced Inspection Frequency", will be placed <br />on File with the Mesa County Clerk, for public review. Certain <br />records, along with a public notice advising interested persons to <br />contact the Division for further information regarding coal mines <br />in Mesa County, are also on file at this location. <br />The Division is proposing an inspection frequency of four complete <br />inspections per year, one per quarter. <br />
