III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the New Horizon Mine for the month of March, 1996. <br />An overburden blast was observed. The blast went off without a hitch. Several seismic <br />recorders were in place, at several different locations and distances from the blast, to verify <br />parameters associated with the blast. <br />There were no spoil ridges behind the pit at the time of this inspection. There were some areas <br />where it appeared that the subsoil/overburden interface was not adequately ripped before <br />placement of the subsoil. The operator will need to ensure that the overburden surface is well <br />ripped to at least a six inch depth, and preferrably twelve inches, before placement of the <br />subsoil. <br />The mine Identification sign at the Rice tract had fallen down and will need to be reinstalled. <br />The outslope of pond 003 shows some minor rills and will need to be dressed up. This outslope <br />may need to be reseeded and mulched to stabilize it against future erosion. <br />
