This item was first identified during the inspection of July 12, 2004 [Rules 4.05.2(1), <br />4.05.2(3)(a), and 4.05,2(3)(b)(i)]. Corrective maintenance action had been scheduled as of the time of the <br />inspection. There was no indication at the time of this inspection that drainage from this disturbed azeas <br />contributed additional suspended solids above natural conditions to, or did not meet water quality standazds <br />of, receiving streams. <br />EXPLOSIVES <br />Explosive storage structures had been modified to comply with current Alcohol, Tobacco and Firearms agency <br />requirements. <br />PROCESSING WASTE <br />Coal mine waste was being placed and worked in the waste disposal pile in compliance with the PAP. The <br />embankment had been configured to prevent water from flowing over the face of the structure. <br />TOPSOIL <br />During the inspection of July 12, 2004, a requirement to re-establish vegetation cover, re-erect silt fences, or <br />provide other protective measures to the topsoil storage pile at the North West Mains Ventilation Shaft site <br />was identified. Nettleton advised during the August 12, 2004 inspection that the storage pile was scheduled <br />for re-seeding this fall planting season. This site was not inspected during this inspection. <br />GENERAL MINE PLAN COMPLIANCE <br />Operations were incompliance with the approved general mine plan. Longwall mining had reached Station <br />65+00 in the 16R panel (working east to west), and the gateway had been extended to Station 150+00 in the <br />17R gateway. (September mine progress map). <br />Stoker coal was being hauled out by truck, and coal was being outloaded by rail. <br />No map(s) was found that cleazly indicated the boundary of areas authorized for disturbance (see Map 24 <br />sheets)[Rules 2.07.7(6) and 2.10.1(1)]. Ways of upgrading the existing maps were discussed during the <br />August 12, 2004 inspection and were reviewed again during this inspection. This item was first noted during <br />the inspection of July 12, 2004. <br />Page 2.03-37 of the PAP needs to be revised to reflect current practices by the County with regazd to the <br />numbering of Routt County Special Use Permits. This item was first noted during the May 19, 2004 <br />inspection [Rule 2.03.10(3)]. A Minor Revision application had been prepared to update this administrative <br />description. <br />An application to correct legal descriptions (text and maps) in the PAP was received at the Division on August <br />9, 2004. A decision to approve this application [Minor Revision (MR) 188] was issued on August 17, 2004. <br />An application to install a ventilation shaft (Right Intake) and a road thereto (Technical Revision 44) was <br />C-1982-056.
