C/ I 1 GPI ~ ~`I ~ i „~f~YC~I°~J t <br />REDUCED INSPECTION FREQUENCY CHECKLIST <br />For abandoned sites where bond has been revoked, the Division may set a minimum inspection frequency other <br />than what is required by Rules 5.02.2(1) and (2) as long as an annual complete inspection and a written finding <br />has been completed. The written finding must justify the new inspection frequency by affirmatively addressing <br />in detail a number of criteria. This inspection checklist, when used during a complete inspection, will assist the <br />inspector in gathering the appropriate information to complete the required written finding. <br />The following is a brief description of the components required to proceed to a reduced inspection frequency <br />[Rule 5.02.2(8)] <br />• site must meet requirement of revoked or abandoned mines <br />• a complete inspection must be conducted annually <br />• a written findings proposing a reduced frequency must be prepared <br />• a public notice indicating the proposed inspection frequency <br />comment period <br />• final inspection frequency can be implemented <br />must be published with a 30-day <br />A standard boilerplate findings document is on the M drive as M:\coal\riffind.wp. It is important that a <br />consistent findings is produced for each site, so please use the boilerplate as the starting point for your findings. <br />An example public notice is also included on the M drive as M:\coal\rifpub.wp. Both of these files are <br />structured to follow the requirements of the Rules. The fmal inspection frequency proposed should be based on <br />the results of the complete inspection and any public comment received.
