III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the
inspection and the facts or evidence supporting the enforcement action.
This was an aerial inspection of the Bear Mine. It was flown by
Harry Ranney on April 12, 1996 and reviewed by Tony Waldron on May
10, 1996. The mine is active and produces approximately 500,000
tons of coal per year.
The review consisted of examining the land slide that occurred at
the end of March. The slide moved approximately 50 feet before it
stabilized. In the process the switchback portion of the Mine # 3
access road was severely impacted. Fortunately, the ventilation
fan did not move a significant amount, although it was slightly
impacted. The operator promptly notified the Division when the
slide activated and future mitigation actions have not yet been
discussed.
The sediment pond was holding a fair amount of water. The operator
is planning to perform cleanout maintenance on the pond this fall.
