<br />MINE ID # OR PROSPECTING ID # <br />INSPECTION DATE 9124199 <br />(Page 21 <br />M-79-094-HR <br /> <br />INSPECTOR'S INITIALS WHE <br />This inspection occurred in response to operator request to discuss and clarify issues raised by <br />DMG's 7/19/99 reclamation cost estimation and the potential for future revision to the reclamation <br />plan. The meeting began at the Cotter office in Nucla, with Glen Williams and Dave Diss, and <br />terminated at the JD-7 Pit, with Dave Diss. The JD-7 Pit is approved for 490 acres affected area. <br />DMG holds 5316,000 financial warranty. Mine status is intermittently active. <br />Financial Warranty On 7/19/99, DMG reviewed the cost of reclamation and determined that the <br />existing 5316,000 financial warranty was insufficient to ensure reclamation. DMG 7/19/99 <br />reclamation cost estimation totaled 51,332,216. On 9/20/99, the operator submitted documents <br />indicating that the operator had posted $1,206,000 reclamation bond with DOE, for operation <br />conducted within lease block AT(05-1)-60.8-C-JD-7. DMG records indicate that Cotter Corporation <br />is the permittee/operator for two reclamation permits within DOE lease block C-JD-7, the JD-7 <br />Mine, Permit No. M-77-308, and the JD-7 Pit, Permit No. M-79-094-HR. Cotter Corporation did <br />not utilize any portion of the DOE bond for the financial warranty posted with DMG for the JD-7 <br />Mine, Permit No. M-77-308. Therefore, the total $1,206,000 DOE bond was available for the JD-7 <br />Pit, Permit No. M-79-094-HR. Pursuant to Rule 4.2.1181, DMG determined that DMG held <br />$189,000 excess financial warranty. On 9/20/99, DMG approved the operator's request for 60 <br />day extension to finalize the appropriate amount of financial warranty to be held by DMG, and <br />submit the technical revision for bonds held by federal land management agency, as required by <br />Rule 4.2.1181. <br />Signs & Markers Mine identification sign was posted at the mine entrance. Public access to the <br />mine site is controlled by locked gate and fence. Mining activities were confined within approved <br />areas. Mine entrance road was well maintained. <br />OVB Stockpile Density and extent of vegetative cover for the OVB stockpile were significantly <br />superior to the conditions observed during DMG's 2124/99 inspection.
