Ili. COMMENTS -COMPLIANCE <br />Below are eomments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial field inspection of portions of the Roadside North and South Portals Mine. <br />There was no operator contact present. Weather was clear, and hot. There has been no <br />significant precipitation at the mine in several weeks. <br />Portions of the CRDA-1 and CRDA-2 refuse piles and adjacent areas, the North Portal <br />reclamation area, and the recently reclaimed conveyor corridor segment were inspected. <br />Roads <br />Road surfaces and drainage structures were well maintained and functional. <br />Hvdroloaic Balance <br />Sediment Control structures in the areas inspected were well maintained and functional. <br />Sediment Ponds 6, 10, 11, and 13, and the CBA-1 SAE sump were observed; all were dry. <br />The SAE silt fence at the North Portal was intact and functional. <br />The riprap transition zone drop structure approved in TR-42 has not yet been installed. The <br />structure is to be installed as designed in the location of the former Haul Road 2 crossing of <br />Coal Creek adjacent to Pond 13. This structure should be installed as soon as possible. <br />Backfilling and Grading <br />Reclamation of the northern segment of the conveyor corridor was recently completed in <br />compliance with the approved reclamation schedule. Facilities removal had previously been <br />completed. Backfilling and grading, topsoiling, drill seeding, mulching and crimping <br />operations were completed in June and July. The entire corridor was not walked, but from <br />a distance it appeared that the graded slopes were well blended into the adjacent terrain. <br />Processing Waste <br />Coaly material, some mixed in with a high percentage of soil, had been hauled to the <br />temporary road on CRDA-1 during clean-up of the conveyor corridor in May and June. The <br />material was spread, graded, and compacted along the road as approved. Drainage dips <br />had been restored along the temporary following completion of grading, but some additional <br />work appears to be warrahted. Specifically, the dip features need to be extended at the <br />lower end of each of the refuse terrace drains, to ensure that all drainage from each of the <br />terrace drains will be captured by the road dip and conveyed across the temporary road into <br />the riprapped perimeter ditch. Some additional grading may be necessary along the length <br />of the dips to ensure proper gradient and capacity. <br />The truck turn-around area at the upper end of the road had been properly roughened <br />following completion of the project, and will need to be seeded. <br />
