x: ' <br />(Page 21 <br />MINE ID k OR PROSPECTING ID rt M-98-105 <br />INSPECTION DATE 1 21 INSPECTOR'S INITIALS WHE <br />BSERVATION <br />This inspection occurred as part of DMG review process for the Delta Paving Gravel Pit application. <br />Edward Settle accompanied the DMG inspector throughout the inspection. Soil conditions were <br />wet, roads muddy and drainage ditches were flowing due to recent precipitation. Public notice, <br />required by Rule 1.6.2(11(b1, was posted. Permanent man made structures, in addition to those <br />identified within the application, were not observed. <br />Location The proposed operation is located approximately 4 miles east of Delta, along the south <br />bank floodplain of the Gunnison River at 4,980' elevation, in portions of the NE 1 /4 of Section 10, <br />and SE 1/4 of Section 3, T15S, R95W, 6th PM, Delta County. Current access to the site is gained <br />from Hwy 65, through the ranch yard of Stanley Volk. The application proposes additional access <br />locations from Hwy 65, which avoid Mr. Volk's ranch yard. <br />Mining Plan The Delta Paving Gravel Pit application describes a Regular 1 12c type operation, <br />conventional excavation with on-site material processing to include crushing, screening, concrete <br />and asphalt production. The application indicate that mining will progress in phases, each phase <br />ranging in size from 3.3 acres to 16.3 acres, Total affected area is 81.5 acres, of which <br />approximately 69.3 acres are identified as mining areas, 10.6 acres for material processing area <br />and 1.6 acres for haul road. Topsoil and overburden will be salvaged and stockpiled for <br />reclamation purposes. <br />Reclamation Plan Reclamation of affected areas will result in 5 ponds, pond sizes range from 2.6 <br />acres to 35.2 acres surface area. Excavation areas resulting in ponds shall be reclaimed to support <br />recreation and wildlife habitat post mining land use. The application indicates that the processing <br />area will remain as a permanent location for production of concrete and asphalt products. <br />Additional Permits The application indicates that the applicant will be applying for a emissions <br />permit from APCD, CDPHE; a discharge permit from WOCD, CDPHE; and a well permit from DWR. <br />DMG has received correspondence from the US Army Corps of Engineers, dated 1/27/99, which <br />indicate that portions of the excavation areas include wetlands and waters of the US. Please find <br />enclosed, copy of COE 1 /27/99 correspondence, with attached list of wetlands delineations <br />consultants.
