III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Cazbon Junction Mine conducted by Tom Kaldenbach and Tom Gillis <br />of DMG. <br />The ground was dry. No problems were found on the site. <br />Hvdrolo¢ic Balance <br />Pond 1 (large pond) -The pond was dry, as usual. The embankment and inslopes were in good shape. <br />Backfillina and Grading <br />No backfilling has been done in the North pit since 2003. The currently approved plan is for the North <br />Pit to be backfilled with spoil material. The spoil would have two sources: the spoil that was downcast <br />on the slope immediately below the pit and the spoil that is in the permanently reclaimed spoil area <br />approximately one-half mile from the pit. <br />Reve~etation <br />Thistle appeared to have recently been sprayed and is dying off where it had been mentioned in last <br />month's inspection report on the south half of the permanently reclaimed spoil azea. <br />General Mine Plan Compliance <br />The timetable and schedule for completing reclamation is set forth on page 5-33 of the permit application, <br />as follows: <br />"Reclamation of the Cazbon Junction Mine is slated to begin in the autumn of 2002 and continue through <br />completion. The completion of the tasks identified and described above (i. e. most reclamation tasks - TKJ <br />is anticipated to take three construction seasons (through summer of 2005). With completion of the <br />earthmoving and retopsoiling, seeding and planting is contemplated in the autumn of 2005. Should this <br />timetable need to be altered, OEI will apprise CDMG and revise the permit." <br />The last significant amount of reclamation activity in the permit area was in 2003 when the South pit azea <br />was reclaimed. The permittee currently is in compliance with the timetable and schedule on page 5-33, <br />although the end of the 2005 construction is approaching. <br />Slides and Damase <br />Gravel that has washed off of the south end of the North Pit haul road should be moved back onto the road <br />surface. <br />
