The dibbles along the refuse pile road <br />needed m be regraded. Recent snow removal had resulted inroad base being pushed into the <br />ditrbes. The ditches were functional, but should be redefined so that they remain capable of <br />comeyrtrg the design event. <br />Hydrologic Brdanoe -Pond 1 held water above the discharge gate, but was not being discharged. <br />The surface of the pond was Sro¢ea over. Sediment that had been drying adjacent to the pond was <br />being hauled ro the refuse pile. <br />Pond 5 also held weber, but was below the discharge gate level (approximately 1' below gate). <br />The cxmtractar who began cleaning the pond in October had not yet cxtmpleted the job. The <br />dragline need m clean the pond is still sitting on the east end of the pond. The sediment that had <br />bees ranoved in October was adequate m ensure that the pond had the r~oquired capacity, so the <br />Division is not ooacaned with the delay in fmishimg the work. <br />Pond 4 bald weber well below the discharge Level Inlet and o»tiet sbnrdruu;s were in good <br />condition. <br />Panda 2 and 3 held wale below the high water line. The liners aocboth panda were m good <br />condition. The operator had repaired the bear in flue liner of Pond 2. <br />The ditch at the north perimeter of the portal yard (t^ollecticn Ditch No. 1), which nma form the <br />portal building down m the drop strurxwe at the yard area headwall, needed m be maintained. As <br />wiW the road b the refuse area, snow removal resulted inroad base being pushed into the ditch. <br />The explosives area SAE strawbales were ie place and functional. The diversion above the pad <br />area was stable, and the berm tD direct Sow to the strawbales was intact. <br />Processing Waste -Three separate bench areas were active on the rud'use pile. The upper of the <br />three beaches was partially covered by end-0umped refuse which had not yet been compacted, the <br />middle bench consisted of end~rrmpad sediment from Pond 1, and a haul buck was placing refuse <br />on the lower bench. No grading or oompading was observuxi during the inspection Prior to <br />t3~mg and campactmg the sediment fiom Pond 1, the operator needs bo backdrag the piles to <br />ensure Wert the li$ thic>mess does not exceed 2'. <br />~ -~( -b 14 <br />~ -~~-~$ <br />
