Sunshine Canyon received 4 or 5 days of heavy rain beginning on 5/24/96, and an
inspection of the portal area of the Phil Sheridan Tunnel was conducted to determine if the
recent precipitation had affected the diecharge from the tunnel.
Compared ths~ very wet ground conditions that existed during the Division's 5J24(96
inspection, t:he ground conditions during this inspection were extremely dry. As such, it was
determined that any flow, standing water, or wet areas around the Phil Sheridan Tunnel portal
are attributable to water that is discharging from the tunnel.
There is a small water pool located just outby of the Phil Sheridan portal hatch. water in
this first pool passes through a 4 inch steel pipe into a second pool. From the second pool,
the water flaws in a poorly developed grassy ditch toward the old corrugated metal shack at
the Bite. The water then pools up on the dirt floor of the shack, and infiltrates into the
soil. There ie no diecharge to the draw located near the Phil Sheridan Tunnel portal. This
draw is a typically dry tributary to a gulch known locally ae Spruce Gulch. Spruce Gulch was
flowing at the time of this inspection, and ie located a few hundred feet down the draw from
the Phil Sheridan Tunnel portal.
East-West Mining Corp. would have to obtain a CDPS Permit from the water Quality Control
Division prior the allowing any diecharge from the Phil Sheridan Tunnel to enter the draw
adjacent to the portal. It ie the opinion of the Division of Minerals and Geology that
diecharge from the Phil Sheridan Tunnel to Spruce Gulch ie inevitable during a wet year, and
that diecharge ie probable during a normal year. Discharge ie probably unlikely to occur
this year due to the very dry spring conditions that have prevailed. East-WestMining
Corporation ie strongly encouraged to obtain a COPS permit for the Phil Sheridan Tunnel ae
soon as possible.
cc: Carl Mount, DMG
Kathleen Sullivan
Colorado Dept. of Public
Health and Environment
WQCD-PE-B2
4300 Cherry Cr.
